During the 2002 Gubernatorial campaign, Governor Davis said expanding the state's Healthy Families insurance program was a top priority. And, during the debate between Governor Davis and GOP challenger Bill Simon, he said he would like "to have every child in this state covered with insurance."
In both his January and May budget plans, Governor Davis proposed to protect children's health insurance coverage, including funding for the State's Healthy Families program. In April, he also requested additional federal funding for Healthy Families.
In May Davis did approve some cuts to the Healthy Families outreach program and Medi-Cal. He also proposed significant cuts to Medi-Cal in both budget plans, proposing to eliminate some services, cut provider rates by 15%, and create stricter eligibility requirements. Some health care advocacy organizations said that if approved the cuts to Medi-Cal would indirectly affect children's health coverage.
After months of budget negotiations, the State Legislature adopted a budget plan in July. As proposed, funding for children's health coverage was protected. The Legislature also rejected and modified some of Davis' proposed cuts to Medi-Cal, including reducing Medi-Cal provider rates by 5% (instead of 15%), and rejecting many of Davis' proposals to cut services. On August 2nd Davis signed the budget.
On October 5th, Davis signed a landmark bill that will require many state businesses to provide health insurance to their employees. Another bill, which would provide easier and faster Medi-Cal enrollment for eligible infants and pregnant women is awaiting the governor's signature. Stay tuned for updates.
