Davis announced his support for SB 288, the "Protect California Air Act".
The bill authored by State Senator Byron Sher would make sure oil refineries, power plants, and factories adhere to upgraded pollution controls. Davis made the announcement in response to the Bush administration's decision to ease regulations for older refineries and factories.
On August 2nd, Gov. Davis signed the 2003-2004 State Budget with significant cuts to environmental programs, including a 64% reduction to the California Environmental Program and cuts to the Conservation Corps and Department of Water Resources. According to the Legislative Analysts Office, there are a number of bonds and 'polluter pays' fee increases to off-set some of the cuts, including water, air and pesticide fees.
"Today's compromise budget offers no reason for celebration," Governor Davis said. "…Nevertheless, I'm signing this budget because the price of not signing is too high."
