Governor Davis presented his January Budget proposal, proposing cuts to environmental programs.

According to the Legislative Analysts Office:

He proposed cuts to environmental programs. But, he proposed to replace many of these cuts by increasing fees to water and air polluters.

He proposed to cut the Williamson Act - which gives tax breaks to private land-owners if they restrict the use of their property to agricultural or open space uses.

He proposed cuts to the Cal EPA Office of Environmental Health Assessment.
