Governor Davis presented his revised 2003-2004 Budget. His new proposal includes an additional spending increase for the Department of Corrections - $24 million in addition to the $50 million proposed in January. According to Greg Jolivet at the Legislative Analyst's Office, the net increase is a "result of increases and decreases" for different programs. For example, Davis proposed cuts to prison education programs and increases for some prison health care programs.
He also proposed to protect funding for local law enforcement grants, including funding for the Citizens Option for Public Safety (COPS) program, Juvenile Crime Prevention programs and equipment for local law enforcement.
