During the 2002 Gubernatorial campaign, Governor Davis said public safety was one of his top priorities. "I will do everything humanly possible no to cut one penny from public safety. If we can increase it, we will," he said in a KTVU Election 2002 story that aired in october.
In his January budget plan, Governor Davis proposed an increase of over $50 million in funding to the California Department of Corrections and a new death row facility at San Quentin.
In March, Davis vetoed an early release bill, which would have led to a budget reduction.
Gov. Davis proposed to increase prison funding an additional $24 million in his May budget proposal. He also proposed to preserve local law enforcement public safety grants, funding everything from police equipment to the 'war on meth.'
In June, 469 uniformed CHP officers, among thousands of other state employees, were sent layoff warnings due to the budget deficit.
Ending a four-week budget impasse, both the Senate and the Assembly approved a 'compromise budget' plan with no new taxes. The Legislature made cuts to the department of corrections and some local law enforcement programs, including high tech equipment for police and the COPs program. On August 2nd, Gov. Davis signed the 2003-2004 Budget.
In September, Davis signed gun safety legislation, including a bill that will require safety devices for new semi-automatic pistols. In October, he also signed a package of bills further protecting crime victims and boosting law enforcement operations.
